to decrypt, download 3.11 firmware from qj or somewhere,
and put it in top of ms
Then download psar dumper fromdark alex's site
and boot it.([]button for reboot.bin and it is
    needed for ms_hook)

I would say that you must install custom firmware first because it had my psp cause semi-bricked last
    time i launched.
or maybe 1.53 would recover your psp when its
    semi-bricked...

anyways, what you need to do is download
"different" version (meaning it's release of
    only what's different from past),
    then overwrite the existing devhook,
    then decrypt 3.11fw with reboot.bin
    and put them in ms0:/dh/311/F0
and launch the launcher for 3.03.

    that's all I guess...But you'd better flash to
1.53 or other cfw or you'll get your psp unbootable...

When we dump 3.11 DXAR to use in devhook, do we extract or Decrypt All?

I think you just extract it without any decrypting of files. That's how I did it for the 3.10 firmware.

I'm confused, when it says devhook with 3.11 support does that mean devhook will run on 3.11. Cuz thats the firmware i have.

no it means you can run 3.11 from 1.5 or custom firmware.
if you have 3.11 your screwed. you cant downgrade yet and you cant play homebrew.
damn i though we finally got every1 when you could downgrade from 3.03 and it was the latest.
there might be a 3.11 downgrader but i donno if there even gonna waist there time making one because now almost every person has custom firmware
