Default analog stick working while in 'hold' mode

is the analog stick supposed to be working while the power switch is in the 'hold' position?

i didn't know that any of the buttons or the analog stick can function while the switch is in hold position. I don't know if it's just my PSP either. If anyone could confirm whether it does/doesn't work, that'd be great.

In the web browser it doesn't move while in hold but when running a umd it does.
