this had probably been up before...but I really have no Idea where to get the "KEY.BIN" and the "BASE.PBP"...

i can't give you a link direct, but try psp-hacks. get the simple popstation gui, it makes files for you and transfers the eboots along with keys to your psp, it is really easy to use!

Why would you need these when the new popstation converters do not need them anymore?
