Well i know its for the PS2, yes its like a cell shaded mad cartoony game.
I cant find one that is not PAL so it looks like it was never released in the USA.

Cel Damage was for xbox and gcn, released world-wide.
Cel Damage: Overdrive is ps2 only, and europe only. (basically a expansion with new weapons/enviroments/modes)
