I've never flashed a topmenu_plugin.rco before. Can I access it through advanced usb-mode in recovery? and then just flash the file through there?

well you cant use icons you should downgrade to 3.03 oe-c or upgrade to 3.40 oe-a

How do i free up space in flash on 3.40 OE?

Either replacing your gameboot with a blank file of the same name or dummying out your japanese font with Flash Agent will nab you a bit of flash space quickly and easily
