There is no reason why you should be able to open it.

Its a zipped file, you need to extract the inside using a program like WINZip.

Try redownloading it. Try downloading it from another site. Try repairing the archive with the repair function in WinRAR.

Just download it again.

For some reason downloads from this site seem to occasionally end before they are finished, yet are still believed to be complete by the browser so you end up with an incomplete file.
