If there truly was a downgrader for firmware version 3.10, it would already be announced here and at other similar web sites, so that link referring to it probably must be a fake. A proper one shouldn't require a modchip to work.
They probaly give you a link to a modchip!

Those sites are a long-known rip-off, designed to scam the gullible.

or they'll install a mod chip, downgrade then take out the mod chip?
I don't think that would work.. especially the taking out bit :P
it's posible, but waaaay too much work for the money. i'd call this a scam. do not buy.
i read through this and you could possibly downgrade to 1.5 be the biggest pain in the ass

or the magic unbricking battery and memstick maybe???
but back on topic
actually on some other fourms i heard about some people that sent their psp's to some dood over ebay and he unbricked them for like 25 euros *i don't have the funny E thing*
and thats where i got the link from
i went to this site and i know there secrect
SCAM!!!!!!!!
i pitty the fool who goes there with hopes
^^ sounds reasonable but if the person who bricked their psp can't even downgrade with a simple app id hate to see them touching the insides and soldering. and you have to build a external NAND wtf lol
thats pretty awesome though i know i don't have the patience for doing all that maybe i dunno i'mma go brick my psp now.....jp
but i didn't read the entire guide but it seems that it works something similar to the jigkick just way more complicated
