Extract the RAR file to some where on your computer using the apropriate program and then:

1. Connect your PSP to your computer via USB cable.
2. Go to X:\PSP\GAME (where X is the drive letter of your PSP) and create a folder in there called UPDATE.
3. Put the extracted EBOOT.PBP file in the UPDATE folder.
4. When the file transfer is complete, on your PSP go to the GAME menu and select the 3.03 updater. Run it.

Follow the steps there and you will be upgraded to 3.03. You will be ready to downgrade. Get the downgrader from here and follow the readme document carefully.

You put it in the save data folder.

Load up GTA and it should do something (I'm not sure what happens).

Install the firmware! Put the folder in /PSP/GAME i think.

Damn! 2 people beat me to it! I got it wrong because I'm just not used to using official updates I guess.

Ok so you've downloaded the file and want to use it. To upgrade to 3.03 firmware since you got the unpatched GTA:LCS, make sure you make a folder in the game folder callled UPDATE and extract the 3.03 eboot into that folder. After while on the PSP XMB, go to GAME then the memorystick and it'll show the upgrade program. Click that on your psp and it'll start updating your PSP. Once the firmware has been upgraded, you'll need the game saves exploit in order to do the downgrade trick. If you read the README files correctly you'll know what to do.
