The instructions and everything are right there.
Afterwards, install custom firmware:

If I want to use SNES, GBA, and other emulators (good ones), how should I go abouts doing it? I hear to upgrade to 3.03 OE or something, but my friend says Dark Alex's custom firmware can run other firmware at the same time? Could someone enlighten me on this and perhaps give a link to instructions on how to get what I want? Thanks in advance.

Thanks very much!
Now that I have 1.5 firmware, what would the best GBC and GBA emulators be?
Well first off, I would recommend upgrading to 3.40 OE-A.

Ok. What difference does it make? Do I have access to better emulators (I tried getting Homer's RIN to work on 1.5 but it didn't. Will it work on 3.40 OE-A?)
Yes. 3.40 OE-A lets you have all the features of 3.40, (Games, internet, remoteplay, psx games) while being able to play homebrew.
Spoiler!
Very nice. I'm hoping RIN will work on that, and maybe gpSP will work (it didn't for me on 1.5 but I used VBA instead).
Don't use vba, it sucks for psp. You have to have a gba bios in order for gpsp to work. (Use the readme and google to find it.)
For homebrew in OE, place the folders in GAME150 instead of GAME.
