my guess would be, that because computer hardware varies you can write all sorts of plugins to talor to a specific gfx or sound card..but with the psp the hardware is always the same so it would really be pointless.
When you emulate the N64 or the PSX on a computer you gave to go through and pick out a lot of different plugins because some games work with one plugin and other ones work with a different one....why don't we have to do this on the psp?

Exactly like winxp64 said. There are different plugins for different video/sound cards, operative systems, processors, etc. You can see it on emulators like ePSXe, Project 64
what winxp64 said but it might be a useful feature so many different people can port different plugins making compatability and speed increase a lot faster
Plugins are useless. People is working on the same hardware.
