Question Help Making a Busy Signal

Could someone please explain the order in which images are shown when making a busy signal. Does it scan the left row top to bottom, and then the right row top to bottom? Thanks in advance to whom ever can shed a little light on the subject.

Yeah, I think he was just going to replace or slightly edit the sprites.
What is the best way to combine these sprites, one by one is too damn grueling.

    I think it goes
    Left
    Right
    (down a row)
    Left
    Right
    (down a row)
    etc.
You don't need to know my mental status. You probably don't want to, either.
