Make a folder on the root of the memory stick (Where PSP, Music, Pictures, Video are, etc.) and name it seplugins.

Put the plugin in that folder. Make three files. VSH.txt, POPS.txt, and GAME.txt.

If you want to use the plugin in the xmb, open vsh.txt and type: ms0:/seplugins/nameofplugin.prx

If you want to use the plugin in umd/iso, open game.txt and type:
ms0:/seplugins/nameofplugin.prx

If you want to use the plugin in pops, open pops.txt and type:
ms0:/seplugins/nameofplugin.prx.

(Change the "nameofplugin", renaming it accordingly)

Now, shutdown your psp. (Hold the switch down until it cuts off.)
Press and hold R, and turn the psp on. The menu that comes up is called the recovery. Find the option titled "plugins" and choose it.
Your plugins are in there, and what you can enable them for. (Game, Vsh, Pops)
Choose it to enable, choose it again to disable.
