MGS:PO infrastructure mode problem

hi all,
when I want to play MGS: po in infrastructure mode it gives me an error it says (cannot create game in the current network environment)
why? I also want to host a game but I can't.
please help

try to put the clock speed at default, some games don't work when u put it in other speeds
