Yes it does, to make a PSP homebrew compatible a flaw must be found in the firmware you are currently running to allow unofficial code to run.
If you are running firmware 3.51, although there is currently no known flaw that will allow you to run homebrew, perhaps next week one will be found.
If you have updated further, and that newer firmware has the flaw patched, then you will be rather pissed off that you updated.
Do not update further, wait and hope some clever hacker out there finds a way to get a downgrader running on firmware 3.51.
