assistance needed with avitar

OK I have been seaching for like an hour trying to figure out how the hell you make a custom avitar. the settup is retarted for the lif eof me in need someone to tell me how?

User CP -> Edit Avatar -> Use Custom Avatar (it's a radio button that you select near the bottom). Then, type in the web address of your custom avatar, or hit the browse button to find one on your harddrive.

Radio button? I cant find nuthin like that anywere. im in the edit avitar page and all you can do is select stupid ones. is it befor or after Pre-defined Generic Avatars.

Ok thats it I give up, It doesn't Exist. After Pre-defined Generic Avatars all you can do is save changes there is no custom avitar setting unless you click on nothing and it magicly apears
