How about this:

A prx that's a music player that works in the XMB, UMD's and Hombrew, that can apply various effects to the music being played (flanging, echo, reversion, pitch change, etc).

You can have low bitrates (like 31Kbs) to reduce file size and still have good quality music. Why, you have a problem with the format?

why not convert a simple mp3 with imtoo to 80kbs,
thats what i do, and the quality is still really good!!

reducing it to 31kbs is not going to knock off enough size to matter that much
