SNES Emulator Help

I've been trying to find an emulator that will work full speed with Seiken Densetsu 3, and after three emulators, I found one that works quite well, but not well enough. It's running at about 96% full speed, but if I try increasing the Frameskip, it goes too fast. Am I using the wrong emulator or is there something I need to do?

I'm using Snes9xTYL 0.4.2me

0.4.2 ME is pretty darn good. My suggestion, if you aren't already turn on auto frame-skip. This way you only skip frames when the framerate faulters; thus the game shouldn't run faster than it's supposed to. Auto frame-skip is the option above 9.
