Contains the registry folder and files needed but nothing else...
Most of these folders are empty and can easily be recreated.
They are used to store user information like themes, wallpaper and so on...
I know recreating the folders solves the Wallpaper, and
Theme problems (80108351)
This should also fix GPS and HTTP settings problems but I have not tested them.
Good F1:
This is the file structure that can be recreated manually:
f1:\gps\
f1:\net\http
f1:\registry <- again this does get recreated along with the system.dreg / .ireg -no need to mess with it.
f1:\updater <- contains a log file that is probably unnecessary... folder is probably not needed.
f1:\vsh\theme
All of the above are folders.
For instance "theme" is a folder inside the "vsh" folder...
Without these folders you can set a Wallpaper but can not keep it after the PSP is restarted.
And There is at least one file and folder that could be missing: atokl0.dat
f1:\dic\atokl0.dat <- folder nor dat file exist, I don't know what this is used for.
Warning: For those upgrading to 3.71M33 because it can use homebrew now.
There is a possible BSOD Full Brick after using Recovery F1 formatter (Format flash1 and reset settings)
Or by accessing "Themes" after an upgrade to 3.71M33 without Restoring System Defaults in the XMB first.
How to avoid the BSOD brick:
Press Circle at the BSOD and its basically over... full brick.
Instead power off the PSP and then back on again, instead of bricking the PSP reboots to defaults.

Start instead of shutting down the PSP works just as well.
This workaround is not perfect:
By skipping the Circle reboot not all Files and Folders on F1 are recreated after the format:
Setting a wall paper fails to work after a reboot
Using custom themes results in a (80108351) error
I am sure other user settings will not work right away.
Recreate the folders as necessary on F1 to store user information
