Yoshihiro from WAB has just released a PSP skin changing program. This program will let you select from 40 different skins, and allows a preview in the selection menu. The only known bug so far according to the readme is that you cannot preview the original firmware skins. Here are the controls:

Triangle : Enable the usb
X : Install your skin selected
Start : Refresh your folders
