I wanted to know if there was anyway of connecting the psp-290 gps to a laptops usb and using it with google maps or another map program?

No, not possible. The GPS-290 is a USB HOST device, and computers are also USB HOST devices, leading to incompatibility. You'd be better just buying a computer one.

But if you disable the usb-host function and let it function as an usb-slave than it should work.
