PSmonkey would be the best to ask about this sorta stuff.

You could possibly do something kinda similar with an open source 3d engine, but your not going to get something to the quality of portal for free.

Its not just the engine, level design, modelling, animating, texturing, AI etc all take a lot of work and homebrew projects are done in peoples free time.
Even if a great coder made a suitable engine I doubt there would be enough talented people willing to spend enough time to make a full game worth of levels for it.

I wonder if something like this could start life as a Quake mod. Being able to code it and fine-tune on the PC would be a huge benefit.
