    Question about psp digital signing

I just wanted to know if the signing is done by sony themselfs when the developer sends their games in to be put on UMD or is it done by dev kits that they send to the developers. If it is done by sony themselfs the chances of homebrew on a 2.0 psp are slim. If it is done by the dev kit there may be a higher chance of getting the software that does it possibly off of lime wire. And hypothetically if some legendary coder had the knowledge to make any program he wanted could he make a firmware that didn't require digital signing or is the whole digital signing crap on some hardware in the psp that can't be over written or removed.

Also a few months back when the psp was launched in the US I saw a picture of the official software in a box like a normal computer program(no hardware was included).I just wanted to know the name of it.
