Downgrading to 1.5 is highly possible, I have the means and software to do it. You cannot downgrade any further than 1.50 at this time though. Have fun trying to find the software, and keep it on the hush hush!

I saw an "A" branded PSP on the shelf a target so I snatched it up real quick! It apprently had been on open box return so it was missing almost eveything, which I didnt find out until I got it home. It was hilarious trying to take it back to target and tell them I wanted all the extras but didnt want to switch out the system. They kept trying to get me to take a whole new system. Luckily they ended up just letting me swicth the guts of the two boxes, so now i have a 1.50 system will all new accessories.

Yeah, Target is where I've had the most luck finding 1.5 version PSPs. I got one for my little brother the other day, and they had quite a few left. Of course, these are just the Targets in my area, but it wouldn't hurt to try there If you want one.
