Sei tool no where to be found

I can't seem to find the sei tool any where. I searched the forums and google and all I seem to get is a dead link.Could somebody post the zip file please.

someone asked me this a while ago on aim, but i couldn't find it either
i had to get it off a warez program. other than that, it nowhere to be found

The link I have for it was good yesterday (My SNES/NES/SEGA Stack Up)

If its down (which I am checking) I will be happy to send it to anyone as I have kept a backup of most everything I get for my PSP.
