Sandisk is much faster.
Sony Memory Stick Pro Duo 4GB has done me very good for a long time, I have never tried Sandisk though.
sandisk 4 GB
I'm going to have to say I've had the best reliability and performance with the 4GB SanDisk Ultra II PRO Duo memory stick. Although I've been reluctant to upgrade my Slim PSP to 3.90 M33 due to seeing some people post slow speed and lag issues caused by new optimized memory stick driver SONY put in.
Oh, and I've tested both SONY sticks and regular SanDisk sticks. So I'm not just speaking blindly. The Ultra II does show a boost in read/write speeds.
