I think it means it modifies Sony EBOOTs to run in custom firm,like how you have to buy Flow or Beats in order to play it.

No, I translated the readme and it appears to enable official eboots (demos, etc.) to work on any custom firmware version.

Heres the result after the translator had at the readme:

Installation :

PBPSpoof supports all firmware (even 3.xx) FAT

Just put the record PBPSpoof and his record in the EBOOT
GAME your PSP.


Utilisation :

Crackez on, and voila you can run it without worry!

You can can run God of War on 3.40 and up.

But yes this sounds like an app used to spoof the firmware version of the eboot to run on any cfw
not just the fw that it says it requires.
I have yet to try it.
