    Oh, Android 4.3, why must you tease us so? The new version of Jelly Bean's beenmaking cameos all over the place for a couple months now, so it was only a matter of time until we'd see a build available for download. A working TWRP backup of Android 4.3 just popped up on XDA Developers thanks to Google+ user Jeff Williams, who recently purchased a Nexus 4 running the new version of Jelly Bean. Some industrious folks were then able to extract a system dump from Jeff's phone (minus radio andbootloader, according to Android Police) and confirm that the build (JWR66N) is legitimate. Our friend Paul O'Brien over at MoDaCo is currently testing the TWRP backup. We'll keep you updated as we find out more, but one thing's abundantly clear:it won't be long before Android 4.3 becomes official.

    Here's a fun fact: The Entertainment Software Association spends more on federal lobbying than the National Rifle Association. According to the Center for Responsive Politics (CRP), the ESA reported $4.83 million in federal lobbying last year, compared to $2.98 million from the NRA. So why does legislation to keep violent games out of the wrong hands make it all the way to the Supreme Court while any effort to keep guns out of the wrong hands is a non-starter?
    Part of the reason is those numbers tell only a fraction of the story. OnOpenSecrets.org, the CRP tracks three big areas of political spending: lobbying, contributions, and outside spending. Contributions include money donated to candidates for office and political action committees, while outside spending is money spent on TV spots, mass mailings, robocalls, and other communications. It's in those two areas where the NRA far outstrips the ESA, with the gun lobby spending $1.52 million on contributions in the current election cycle compared to the ESA's $510,000. The difference in outside spending is considerably more dramatic, with the NRA's $19.77 million spent on communications infinitely outpacing the ESA, which hasn't reported a dime in outside spending in the past three election cycles.
    But even these figures need to be taken with a grain of salt. GamesIndustry International spoke with Richard J. Feldman, former NRA political director and current president of the Independent Firearm Owners Association, to get some perspective on the subject.
    "You can report everything you do as lobbying, but the requirement to do so is much more limited," Feldman explained. "If you send money or have a flier urging support of, say, Senate Bill 25, it's lobbying. If you send fliers talking about the issue but not the specific bill, it's not lobbying... So I might think I'm lobbying. You might think I'm lobbying. But I'm not required to report it unless I'm lobbying for specific legislation."
    Organizations can also fudge the numbers on lobbying reporting. Feldman said some groups might consider the salaries of certain employees to be lobbying expenses, while others might not. Some organizations could reveal as much lobbying activity as possible "to puff themselves up," while others might prefer to be more selective in their reporting.
    Robert Maguire, a researcher with the Center for Responsive Politics said limited transparency into the lobbying process not only caps the information the public receives, but also makes it difficult to say just how significant that information is.
    "In a lot of cases, it depends," Maguire said. "It's always a hassle getting the relevant information to the public in a timely manner. And in this case, it's also a matter of trying to quantify the effect that a group had on a bill they were trying to influence, either at the state level or the federal level. It's hard to say. I'm inclined to say that's where the journalist comes in. You have to look at the data that's there, the issues they tried to influence in general. There are a lot of groups that spend a ton of money and appear to be tragically ineffective. There are others that spend a lot of money and seem to be very effective."
    We looked at the political spending of a handful of well-known organizations and detailed them in the table below. The amount of influence a group is perceived to have in Washington, D.C. is not always proportionate to how much it reports spending, and these organizations' strategies on where to focus their resources differ greatly.

    Nintendo exclusive doubles hardware sales in 90k debut week
    The Wii U enjoyed a rare strong week in Japan thanks to the release of Pikmin 3, which enetered the software chart at number one.
    Nintendo's struggling console didn't unseat the 3DS XL, which held on to its familiar position at the top of the hardware chart. However, the Wii U's sales more than doubled to more than 22,000 - the first time it has sold more than 10,000 units in a week since the start of May.
    And it was all thanks to the long-awaited Pikmin 3, which is the sort of exclusive content that Nintendo believes its console needs to find an audience. However, while 92,000 sales was enough to debut at number one, it is still relatively low for a first-party game.
    Of course, that's largely down to the console's low installed-base, but the comparison between Pikmin's first-week sales and those of prominent 3DS exclusives is striking: Animal Crossing sold more than 600,000 units, Tomodachi Collection sold 400,000, and Luigi's Mansion: Dark Moon sold 280,000.
    In that context, it's clear that Pikmin 3 will need to have a positive impact on the Wii U's sales for more than just a few weeks.

    Microsoft has slashed the price of its struggling Surface tablet computers.
    The 32GB Surface RT is down from £400 to £279, while the 64GB model is down to £359.
    The Surface tablet was part of Microsoft's ambitious Windows 8 launch, but the tablets have struggled to gain traction despite an expensive and high profile marketing campaign.
    "We've been seeing great success with pricing and cover promotions over the past several months on Surface RT in the U.S. and other markets," said a Microsoft spokesperson.
    "People who buy Surface love Surface, and we're excited about all those additional people out sharing their excitement for Surface with other people."

    Following Asda's aggressive price cut on Wii U last week, Amazon has followed suit.
    The firm is selling the 32GB Premium set for £199.00 and the Basic set for just £149.00. In-line with the price activity at Asda.
    The price activity has been causing a slight uptick in Wii U sales, but not a significant boost. This suggests that the real reason behind Wii U's poor performance is more closely linked to a lack of awareness and a lack of software.
    Nintendo has a few games launching over the coming weeks, including Pikmin 3, which retailers hope will cause an improvement in sales.
    Nintendo has repeatedly promised to be more direct in educating consumers with its marketing and improve the software line-up, and this Christmas it is launching games in the Zelda, Mario and Donkey Kong franchises. It will prove to be a crucial Christmas for Wii U.

    Nintendo's own take on the Skylanders toy/game model will be released next month – but the toys might miss the launch.
    Announced earlier this year, Pokémon Rumble U is a download-only action games that sees Wii U owners brawl their way through waves of cartoony creatures, following the formula laid down by the Wii and 3DS versions.
    The game has already been released in Japan, alongside toy figures that users can collect and scan in using the Wii U GamePad's built-in NFC technology. Characters scanned will then appear in the game.
    Pokémon Rumble U will be released in Europe on August 15th. It will be available to buy via the Nintendo eShop on Wii U, but there's no confirmation that the toys will be appearing at retail.
    The official Nintendo statement given to MCV is: "We're still working through the plans for the small number of figurines we plan to release, and will update people in due course."
    If they were to arrive on Pokémon Rumble U's launch day, they would hit shelves one week ahead of multi-format rival Disney Infinity, which debuts on August 23rd.
    And this week, Rovio announced its own entry into the toys/game crossover market with Angry Birds Star Wars II, arriving on September 19th.
    Activision, meanwhile, continues to move forward with the series that started it all. Skylanders: Swap Force is due for release later this year, along with a new range of customisable figurines.

    The Mario Kart series’ recent return to form on 3DS raised hopes for its debut on Wii U, but going by its showing at E3, there’s little to get really excited about. It’s all perfectly serviceable, of course, but the limited demo – which kept us tethered to the slowest 50cc karts – made it difficult to judge the finer qualities of the game’s handling model. It all clips along at a healthy 60fps, though, and is as vibrant, chunky and beautiful as you’d hope from the first ever HD Mario Kart.The only major change – at least at this stage – is the addition of anti-gravity segments that allow for tracks that twist and undulate in every direction. Like the hang gliders – which also make a return here – antigravity is granted automatically at the appropriate sections of track, your wheels folding down in deference to Back To The Future. While there was nothing in the demo to suggest this has any significant impact on gameplay, it certainly creates a dizzying sense of vertigo at times, and occasionally disorientates. Subtle touches, such as Peach’s hair, which succumbs to gravity even when your kart won’t, add to the effect.There were 12 selectable characters in the demo, the expected lineup joined by Toadette and Waluigi, who return after their absence from Mario Kart 7. In fact, there are many returning features, Nintendo even describing the game as a sort of Mario Kart greatest hits compilation. Mario Kart 7 provides those aforementioned hang gliders as well as underwater sections – one we see in a ghost house track plummets down a flooded corridor, also using antigravity to stick you to the walls, before spitting you out at a 90-degree angle to the rest of the world. And Mario Kart Wii’s motorbikes and ramp tricks are also present -– simply shake the controller to perform one.
