ip.bin creator

does any one know how to use this crazy gadget? i downloaded it and it's 3 files. 1 windows has no idea what it is and 2 text files. one where u write the name of the game author, region, etc. and the other bunches of letters and stuff. but no instructions on how to use it.

Are you sure you download IP.BIN 4 WIN, that is over at BOOB!.

yeah i did. but there is no instructions on how to use it

from what i remember you use the program to open an existing ip.bin and you can edit lots of the settings within... the vga flag etc etc.
