Yup - 12X works most of the time, but can end up not working occasionally. Anything over 12x is really iffy, but anything from 8x or lower should work perfectly.
remember to burn really slow and that is a problem i have had
now i burn at 8x always and they always work now ;D

I seem to be having a nearly identical problem (see my "help me boot anthing, please!" topic).
If you have ANY luck. please post an update. I will do the same. I don't wish to try to return/exchange the DC unless I know it is the problem (especially after it didn't help you).
PS. Is there some legal probem that keeps people from shipping a pre-burned known working homebrew so one can test their DC.
I tried the Dream Selection: Volume 1 DiscJuggler image you pointed to. I used DJ 4.10...... demo. No obvious burning issues. STILL NO LUCK! I have attached a DJ scan of the disk. Is this what anyone with a working disk sees? This would make me feel a little better about the disk.
Sorry, Here is a more expanded scan.
PROGRESS!! The problem was my cd burner (or possibly hidden software) or media. I think it is my burner though. I burned disks at work with a couple of CD-Rs there. One on a win2k and one on redhat box. BOTH WORKED.
Hope this helps others.
I've noticed that some burners have a lot of trouble burning Dreamcast discs. However, most burners work with one or more of:
Audio track first session, data track second session (classical cdrecord method)
Two data tracks burned in DAO mode (like Nero images)
Two data tracks burned in TAO mode (TAO Nero images, or a second cdrecord method)
For example, my DVD burner doesn't burn a working disc using a data/data DAO image (although that could have been software related), but works just fine with cdrecord (both methods). My CD burner works perfectly with all methods. I have an older CD burner that will only work correctly with cdrecord, but sometimes has trouble with an audio/data format disc.
BlackAura (and anyone else), when you say they have trouble, do you mean that an error shows up while burning? Or do you mean that it looks like it burns OK, but doesn't work in the DC?
